Ripple Wins Preliminary MiCA CASP Approval in Luxembourg, Unlocking EEA Passporting

Ripple has received a preliminary Crypto Asset Service Provider license from Luxembourg's financial regulator, a gate-opening step toward offering its payments platform across all 30 European Economic Area countries once final conditions are met.

The approval, described as a "Green Light Letter," was issued by Luxembourg's Commission de Surveillance du Secteur Financier (CSSF) under the EU's Markets in Crypto Assets (MiCA) regulation, Ripple announced Tuesday in a press release. The preliminary stage is subject to final conditions before full authorization is granted.

Green Light, Conditions Pending

Under MiCA's framework, a preliminary CASP approval is a conditional go-ahead: the regulator has cleared the applicant in principle, and final conditions must be satisfied before the license activates. Once active, the passporting mechanism allows the holder to offer regulated services across all 30 EEA member states without separate national filings.

Ripple's existing EU Electronic Money Institution (EMI) license will operate alongside the CASP once both are fully active. The combination will allow European banks, fintechs, and corporates to access Ripple's "collect, exchange and pay out" payments stack through a single integration for the first time, the company said.

"MiCA has helped to unlock a new wave of institutional digital assets adoption, and we are seeing that demand accelerate across the region," Cassie Craddock, Managing Director for UK and Europe at Ripple, said in the press release. "Financial market infrastructure is moving onchain, from cross-border payments and settlement to collateral management and tokenised assets, and banks and fintechs are actively building the digital asset capabilities they need to remain competitive."

EMI Plus CASP

Matthew Osborne, Ripple's UK and Europe Head of Policy, said in the press release that Luxembourg emerged as the company's European regulatory base because of the CSSF's "clear, proportionate framework for digital assets." Luxembourg has become a dominant domicile for fund management and payments firms seeking passported EU access, attracting a concentration of regulated financial services entities.

Upon full approval, the combined CASP and EMI authorizations will make Ripple fully MiCA-compliant. The firm received its EMI license and Cryptoasset Registration from the UK's Financial Conduct Authority in January 2026. Ripple says it holds more than 75 regulatory licenses globally.

Ripple Payments Rail

Ripple Payments is Ripple's enterprise cross-border payments product, distinct from the company's broader XRP Ledger infrastructure. The platform has processed more than $100 billion in volume and operates across 60-plus markets. Ripple's stablecoin RLUSD and the XRP cryptocurrency underpin the solution, per the company's description of its payments infrastructure.

Europe is already a leading region for Ripple's products, the company said, with a client base spanning some of the largest financial institutions. Full CASP authorization would formalize Ripple's ability to onboard European institutions at scale under a single regulated framework.

The CASP framework covers custody, exchange, transfer, and advisory functions. Luxembourg has become the European regulatory base for several crypto-native firms seeking passported access following MiCA's full enforcement from late 2024. Binance faced a contrasting scenario last week, with Greece's regulator appearing set to reject its CASP application and put its EU market access in doubt; Binance disputed that characterization and said its application was considered compliant, pledging an update before June 30.
